Anything wrong with this scrum?
The Hurricanes put the ball into a scrum and are in trouble.
The scrum does not go up and it does not go down. It does not wheel wildly. It all looks good and legal.
But it's not entirely so.
Look at the two flanks on the near side - Nick Crosswell of the Hurricanes and Derrick Minnie of the Lions
Crosswell is the more obvious one. He slips up till he is binding on his tighthead prop.
Legal?
Law 20.1 (e) Number of players: eight. A scrum must have eight players from each team. All eight players must stay bound to the scrum until it ends. Each front row must have three players in it, no more and no less. Two locks must form the second row.

Law 20.3 (f) Binding by all other players. All players in a scrum, other than front-row players, must bind on a lock’s body with at least one arm prior to the
scrum engagement. The locks must bind with the props in front of them. No other player other than a prop may hold an opponent.

"Prior to scrum engagement."
Both Crosswell and Minnie are bound to a lock prior to engagement. It is only when the scrum is on that they move up.
You are the referee; how would you handle it?
Probably you would tell them to make sure that they are bound to a lock as they go down and that slipping upwards onto the front row is not legal and they should not do so.
The law is too unclear to be dogmatic.
