The referee stopped the quick throw. Why should he be such a spoilsport?

There is a line-out to the Western Force just outside their 22. The win the ball and pass back to their scrumhalf Brett Sheehan. He steps back. He kicks from within his 22 and kicks a long way downfield where it goes directly into touch. Liam Messam of the Chiefs catches the ball.

He is entitled to throw in quickly or there could be a line-out to the Chiefs opposite the place where Sheehan kicked the ball.

Messam makes his way up the line towards the Western Force's 22, looking  for a chance to throw in quickly. He does so well short of where Sheehan kicked the ball but the referee stops him.

Why?

Law 19.2 QUICK THROW-IN
(b) For a quick throw-in, the player may be anywhere outside the field of play between the place where the ball went into touch and the player’s goal line.

The place for a quick throw is not necessarily the place where the line-out will be formed. The place of the quick throw would be  between where it went out, roughly where Messam caught the ball, and the Chiefs' goal line - not nearer the Western Force's goal-line.

The referee was right.
